54:2  Yerushalayim, the "barren dwelling place," will open its gates and expand its walls to receive the ingathered.  Whereas the Jewish people in exile were always "in transit" and their settlements impermanent, now they will "tighten the pegs" of their tents, because now they will remain in the Land. 

And specifically the Temple, the "Dwelling Place," will be built in greatly expanded dimensions (as described by Yechezkel).  But all the Land's cities will also experience much growth, to accommodate the influx of her children.  The very borders of the Land will also expand to make room for all the returnees.  But there will be no need for fortified cities and simple "tent cloths" will suffice, for peace will reign in the world.
